Six members of 14 Mission Support Squadron recently deployed to Baturaja, Indonesia, on Operation HORIZON – Exercise SUPER GARUDA SHIELD 25, contributing their skills to Humanitarian Civic Assistance (HCA) efforts in the region.
The Canadians were part of the Engineering Civic Action Program (ENCAP), a multinational initiative August 3 to September 8, led by the U.S. Army Corps of Engineers and the Indonesian National Armed Forces (TNI), alongside partner nations including Australia, Japan, Singapore and the United Kingdom.
ENCAP projects are designed to improve community infrastructure while strengthening ties between militaries and local populations. These short- and long-term efforts promote trust, mutual respect and cooperation, leaving behind both tangible and lasting benefits.
For those on the ground, the experience was more than just technical work; it was deeply rewarding. Members took great pride in the mission and felt a strong sense of accomplishment, especially when witnessing the children’s reactions and the interest shown by the local community.
Working alongside allies while being immersed in daily Indonesian life also offered valuable lessons. Canadian technicians gained hands-on experience collaborating with partner nations and living among the locals. Their tent, set up between Indonesian homes and properties, made for a unique experience. Natural alarm clocks – roosters, music, prayers and motorcycles – kept everyone on schedule and, at one point, a severe storm even flooded the tent and caused it to collapse.
14 MSS members worked on two major construction projects in Baturaja. Working alongside the U.S. Army Corps of Engineers and the Indonesian National Armed Forces, Canadian engineers completed significant school renovations that will leave a lasting impact on the community, including the removal and replacement of roof structures, repairs and installations of plumbing and electrical systems, restoration of interior and exterior walls, painting, concrete work, interlock stone placement, groundwork and landscaping. They also tackled some local road construction work.
The success of these projects highlights the professionalism and adaptability of Canadian Armed Forces members, while reinforcing Canada’s role as a trusted partner in the Indo-Pacific region.
